OmniAir Consortium® and Taiwan's Automotive Research & Testing Center (ARTC) signed a memorandum of understanding (MOU) to advance connected-vehicle testing, certification readiness, and interoperability.
The agreement was announced during the 22nd Taiwan Automotive International Forum (TAIFE 2026), where Jason Conley, executive director of OmniAir Consortium, joined ARTC leadership for the signing ceremony.
The partnership will support the development of Taiwan's first internationally aligned connected vehicle testing facility, combining ARTC's automotive research and testing expertise with OmniAir's internationally recognized certification programs and technical requirements.
“OmniAir has a strong and growing presence in Taiwan, with many of our members playing an important role in advancing connected vehicle technologies,” said Jason Conley, executive director of OmniAir Consortium. “Our partnership with ARTC builds on these longstanding relationships and strengthens our shared commitment to interoperability, testing, and certification.”
Expanding Connected Vehicle Testing in Taiwan
Through this partnership, ARTC will expand its existing autonomous vehicle testing facilities to include connected vehicle technologies. The new testing environment will let manufacturers evaluate how onboard units (OBUs) and roadside units (RSUs) communicate and perform in real-world conditions.
Testing will focus on device performance, interoperability between products from different manufacturers, and compliance with international requirements. By offering these capabilities locally, ARTC and OmniAir can help Taiwanese companies prepare their products for certification while reducing the time and expense of overseas testing.
The agreement also creates new opportunities for technical collaboration between ARTC and OmniAir's international network of manufacturers, test laboratories, and transportation agencies.
At TAIFE 2026, Jason Conley highlighted the growing role of artificial intelligence, connected vehicle communications, and software-defined mobility, emphasizing the importance of independent testing and certification as these technologies evolve.
Building on OmniAir's strong membership presence in Taiwan, the partnership will support the country's growing role in the global connected vehicle industry and help bring trusted, interoperable technologies to market.
